As a Lead Local Flood Authority we have a duty under Section 19 of the Flood and Water Management Act 2010 to investigate flooding events which we consider to be significant, and publish a Section 19 investigation report.

Our responsibility to investigate  

When we become aware of a flood in our area we must investigate: 

  • the cause of the flood
  • the involvement of flood risk management authorities such as the Environment Agency or water companies
  • what is the proposed response to the flood

It will not be our responsibility to resolve the flooding.

After we have investigated  

When we have carried out an investigation we must do the following: 

  • publish the results of the completed Section 19 investigation  
  • notify any relevant risk management authorities such as the Environment Agency
